This paper looks at the genesis of a discourse on urbanismo (city planning) in Brazil and Argentina between 1894 and 1945 using the ideas of Michel Foucault on discipline and his concept of bio–power. The demographic pattern of the major cities in both countries from 1890 onwards and the renewals of the centres of these cities are also discussed. Other sections are dedicated to the plans proposed for the same cities in the 1920s and to urban representations, such as ideas about social reform, the role of hygiene as a point of departure for planning, and the relationship of ideas on Taylorism (scientific management) and the city. The paper also discusses the planners opposition to elections, when they claimed that they were the only ones qualified to deal with urban problems and therefore they should be employed in the state apparatus.
Other concerns of the paper are the use of planning as an element of nation building and ideas defining eugenics (race 'betterment') as an important aspect of city planning. I conclude by arguing that, if implemented, city planning was a way of creating an industrial culture, disciplining society through the city, although the industrial proletariat has never made up the majority of the population in Brazil or Argentina. Even if many aspects of the plans proposed for both countries were not implemented, the discourse of planners can be seen as a will to discipline society through the city. Historicising Chinese foreign‐aid thinking has become indispensable given China's increasing global role. This article examines a key aspect of this context: the Great Leap Forward and the emerging Sino‐Soviet split period (1958‐1961). The Peking Review is utilised as a window into official aid‐related discourses of the time. The article is organized around an aid vs. “aid” rhetorical and conceptual symmetry within the magazine. Aid is ultimately what Mao Zedong and other leaders intend audiences to code as pro‐development and prestigious. The greater the unreciprocated cost to the donor and the higher the embodied technology, the more helpful and prestigious the donor. At the same time, the more ideologically correct the recipient or donor, the greater its relative prestige in the equation. An ideologically correct recipient such as China deserves more help but needs it less, and accrues more prestige even as it gives comparatively less aid. “Aid” is the reverse image of aid in that it is harmful rather than helpful. But instead of being the opposite of prestigious, “aid” is powerful in a predatory, paper tiger‐like way. While this discourse reflects parochial concerns of the period, the underlying concepts are likely to continue to influence contemporary Chinese aid thinking and practices.  相似文献

Following the premature collapse of an eclectic right-wing and centre-left government, Israelis went to the polls on the 17 March, 2015. Despite what appeared to be a clear-cut right-wing victory, the thirty-fourth government of Israel was constituted 14 May, 2015, over two months after incumbent Prime Minister Benjamin Netanyahu’s apparent electoral triumph. This profile examines the contours of Israel’s recent election campaign and formation of a new government, assessing the triumphs and pitfalls of Israel’s major political parties during the election period. Similarly, this profile delineates the major political issues and dominant personalities featuring throughout the campaign. Subsequently, this profile traces the often-frantic coalition negotiations that led to formation of the thirty-fourth Israeli administration. Finally, the domestic and foreign policy implications of an increased hegemony of right-wing parties in the current government are outlined. Conversely, the narrow majority of the new government suggests ideological homogeneity may come with a price of increased political instability for Prime Minister Netanyahu.  相似文献

Conventional accounts underestimate the duration and impact of the movement against the Vietnam War. Data from the New York Times Index show more arrests in antiwar protests in 1972 than in the years usually considered the height of the movement; demonstrations continued until a week before the end of the war. The persistence of the movement strengthens claims it succeeded. While those who minimize movement influence assume it had to be popular to succeed, it had a direct impact on policy makers uncertain about future trends in public opinion and electoral behavior. The movement changed the discourse about, and the conduct of, the war, restraining escalation and accelerating troop withdrawals. Comparing Nixon's goals and those of the movement with the Paris Peace Accords shows the success of the movement. The movement also helped lower the voting age, reform the presidential nominating system, and change attitudes towards military action.  相似文献
